Progress reports
ALBANIA |
- A new portfolio of CDM projects will be published before the end of September. The Italian environment ministry and the Albanian Ministry of the Economy, Trade and Energy (METE) will invite Italian companies to put themselves forward for projects ranging from energy efficiency to renewable energy and reforestation.
- When the call went out for the 2007 portfolio of CDM projects, there were about 20 expressions of interest. At that time, the same sectors were involved – energy efficiency, renewables and reforestation. The consortiums of Italian companies that were chosen for co-financing of their feasibility studies are now developing the projects.
- September 2008 will also be the time for manifestations of interest in relation to the co-operation agreement on technical assistance between Italy and Albania. The accord focuses on environmental protection, the reduction of pollution and the promotion of sustainable development. This is another area where there are new opportunities for interested Italian companies.

MACEDONIA |
- New CDM projects are due to be presented by August. The Italian Environment Ministry is now working on the 2008 portfolio following the signing of contracts between the selected Italian companies and the Macedonian Environment Ministry for the 2007 portfolio, a step that allows for the release of co-financing for the feasibility studies. The new projects will focus on energy efficiency and involve proposals that emerge from the “call for ideas”, published in mid-March on leading newspapers in order to solicit feedback from companies, local authorities, etc. Once the new projects are identified, there will be a call for expressions of interest from Italian companies, probably some time in September or October.

MONTENEGRO |
- Montenegro’s project portfolio for 2008 is currently being drawn up. The country, like its Balkan neighbours, will very likely publish its announcements in a series of steps during the second half of the year. Scouting for new projects has already been carried out but the Italian environment ministry has not yet announced the dates for the upcoming calls for expressions of interest.
- What’s certain at this point is the sectors for which Italian companies will be invited to present their projects: biomass, waste management and renewable energy, with particular attention focused on wind and solar power.
- In the previous procedure, following the publication of the 2007 call for expressions of interest, Montenegro’s environment ministry received requests to carry out CDM projects from 10 Italian consortiums and individual companies, most of them bidding for more than one project each. Nine initiatives were picked out as worthy of co-financing from the Italian and Montenegrin ministries. The nine companies and consortiums that won the tenders are now undertaking preliminary visits on site with a view to starting up their projects.

SERBIA |
- There is no progress on Serbia’s CDM projects pending the formation of the Designated National Authority (DNA), the body that will bring together all the local authorities involved to evaluate the projects.
Meanwhile, the Italian Environment Ministry will continue its work during 2008 to identify new projects.
